After Stamford, Connecticut, was destroyed during a televised fight between the New Warriors and a group of dangerous villains, adopted a Superhuman Registration Act. All individuals with paranormal abilities should register with the government. Tony Stark, aka Iron Man, he was appointed director of SHIELD, the international force of order. He went into operation Initiative, a plan to train and monitor superheroes in this new world, with the intention to allocate a local team of superheroes to each of the fifty states of the United States.
